For this plugin, no — no personal data is processed and no device storage is used. Other scripts on your site may still require one.

Can I still see conversions?

Yes. Goals are counted as events; you see how many and from which source, without knowing which individual.

Does it replace Google Analytics?

For most sites, yes. If you run paid acquisition that depends on per-user attribution, it does not — and it will not pretend to.
