Can I migrate an existing shop?

Product and order import is planned for the first release. Until then it is best suited to a new shop or one small enough to move by hand.

Do I need the payments plugin?

To take card payments online, yes — Payments is £69 a year. Commerce itself is free and stays free: the catalogue, the orders, the stock and the customers cost nothing, permanently. You pay when the shop is actually selling, which is the point at which it can afford to.
